IT recruitment and selection: costs, guarantees, and the process

For professionals

IT recruitment and selection involves finding, assessing, and hiring IT professionals, from developers and cloud engineers to data, test, and security specialists. As a specialized IT recruitment agency, QGROUP does exactly that: we actively search within a warm network of IT professionals, technically vet candidates before you ever speak to them, and present a first candidate within an average of 48 hours. On this page, you can read about how it works, what it costs, the guarantees you receive, and how we address the most common concerns of IT managers.

Why recruiting IT staff takes so much time and energy

As an IT manager or owner, you know the pattern. A vacancy goes live, applications come in, and none of the candidates are what you are looking for. Meanwhile, your team is working overtime, the roadmap is slipping, and management is asking when that one position will finally be filled.

The cause is rarely your job description. The IT labor market works differently than most other markets:

  • The best talent isn't looking. Experienced IT professionals already have jobs and don't respond to job postings. You have to find them and convince them.
  • Recruiters without IT knowledge create noise. Anyone who doesn't understand the technical requirements of a role will match based on keywords. Your senior developers lose hours in interviews with candidates who should never have been there in the first place.
  • Speed wins. Good candidates often have multiple options. A six-week process with three rounds and slow feedback will lose out to a competitor who makes an offer within two weeks.
  • Hiring has legal pitfalls. Since 2025, the tax authorities have been actively enforcing regulations against disguised employment. Those who use freelancers for structural roles risk back-tax assessments.
  • Wrong choices are expensive. A mismatch costs you onboarding time, team morale, and a second recruitment round, all while the work piles up.

What it looks like when your IT vacancy is filled correctly

Imagine: your new IT hire has started, and within a few months, you see the difference. Manual processes are automated, the cloud migration is back on schedule, and your team is getting the leadership it needed. Your senior developers are building again instead of putting out fires, and your organization can grow without IT falling behind.

Here is how you get there: you call one dedicated contact person who knows your team and your stack. Within two days, you see the first candidate; within two weeks, you choose from three technically screened profiles. You know in advance why someone is a good fit, what they earn, and when they can start. You interview fewer people, decide faster, and know exactly who to call if something isn't working out after they start.

That is not an ideal scenario, but the way we structure every assignment.

Is hiring an IT recruitment agency worth the investment?

The costs of a recruitment agency are visible, but the costs of an open IT vacancy are not. Yet the latter often weigh more heavily: projects are delayed, your team works overtime, temporary hires cost more per month than a permanent employee, and your senior developers spend hours on selection interviews. With a permanent placement, you only pay the fee once someone starts, and with a fixed rate per seniority level, the costs are clear upfront.

Recruiting IT professionals yourself via LinkedIn or job boards is possible, but it takes more time than most organizations expect. A well-personalized message to a single passively searching IT professional takes us an average of half an hour of preparation, and it usually takes three follow-ups before someone responds. For one placement, you need dozens of those conversations, in addition to a network that takes years to build. That network is exactly why we can propose an initial candidate within 48 hours on average, and provide three qualified profiles within two weeks for about 80% of our assignments.

The real value lies in what you don't see. We act as a filter, not a CV forwarding service: of the candidates who were specifically sought for your vacancy and meet the requirements, we still reject 25 to 30%. On average, six proposals lead to four interviews and one placement. How does that work for difficult vacancies? For one client, a data engineer position had been open for six months; we found the right match within two weeks.

How do you choose the right IT recruitment agency?

Many organizations have worked with a large, generalist agency for years. That can work well alongside a specialist, but you will notice the difference in practice. Large agencies have scale, but also corporate layers, rigid guidelines, and often a different consultant for every vacancy. We have the knowledge and network of a large player, but have deliberately remained agile: one dedicated contact person, quick decision-making, and room for creative searching. This also means we are honest if a job profile or salary does not align with the market.

The most important selection criterion is whether a recruiter truly understands your field. In an initial meeting, ask how the agency technically vets candidates. Our consultants work exclusively within their own IT domain and ask scenario-based questions about, for example, Python, cloud architecture, or test frameworks. This allows them to hear a candidate's way of thinking, not just the keywords on their CV. Now that code is increasingly being generated by AI, that conversation says more than a GitHub profile.

Finally, pay attention to reach and speed. A good IT recruitment agency doesn't just search via job postings; they have a warm network of passively searching IT professionals and can shift gears when urgency arises. If a key figure leaves unexpectedly, we immediately deploy one or two dedicated sourcers. How strong such a relationship can become was proven when an IT director, with whom we built a team at his previous employer, hired us again himself after moving to a new company.

Our recruitment and selection process for IT personnel

Every assignment goes through the same eight steps. We adjust the pace to the urgency: if a key figure leaves suddenly, we immediately put one or two dedicated sourcers on your vacancy who will rearrange their day to focus on it.

  1. Introduction and intake. In a meeting of about an hour, we discuss the position, the team, the tech stack, and the reason for the vacancy. We dig deeper: what must this person have achieved in six months, and what makes the role attractive to someone who isn't actively looking?
  2. Job profile and reality check. We separate hard requirements from what can be learned and test the profile and salary against what we see in the market. If something isn't feasible, we tell you immediately.
  3. Sourcing. We start in our own warm network of IT professionals who are passively searching. At the same time, we actively search the market with a personal, prepared approach. Posting a vacancy is a supplement, not a starting point.
  4. Technical pre-screening. Every candidate has a substantive conversation with scenario-based questions about their field. Even candidates who meet all the requirements are still rejected by us in 25 to 30% of cases.
  5. Proposals. On average, you will receive an initial candidate within 48 hours. Each profile includes why the candidate is a good fit, their salary expectations, and their availability.
  6. Interviews. We schedule the interviews, prepare the candidates, and gather feedback from both sides after each conversation. Where you wish, we add reference checks or a practical assignment.
  7. Offer and negotiation. We manage the offer and ensure that expectations are aligned on both sides, so there are no surprises when it comes time to sign.
  8. Onboarding and follow-up. After the start, we check in with the new employee and with you, if necessary on-site. This allows us to spot any friction early on.

What we ask of you: a single point of contact, interviewers who are available within a few days, and feedback within two working days of an interview. That may sound strict, but it is the difference between hiring a candidate and losing them to another employer.

What is QGROUP?

QGROUP is a recruitment and staffing agency that has been active in the labor market for ten years, with offices in Amsterdam and Málaga and an international team. We look at your challenge from multiple angles and reach candidates both domestically and abroad.

We started in IT. When clients asked us to support them in other fields as well, we set up a separate label for each specialty. Today, QGROUP consists of nine labels, each with its own field of expertise, its own specialists, and its own network:

  • DIQQ. IT recruitment with a focus on development, from developers and test automation engineers to IT leadership.
  • Qlick. International IT talent, including handling the necessary permits.
  • PROTEQT. Specialists in cybersecurity, data, and cloud.
  • Sqales. Outsourced sales, from lead to contract.
  • Backoffice. Outsourced operations and HR.
  • QOMPLIANT. Finance, legal, risk, and compliance.
  • Qonnections. Marketing.
  • Qompute. IT support.
  • Faqtoring. Invoices paid quickly.

Is your organization looking for staff in multiple fields at once, such as a developer, a security officer, and a controller? You work with one agency and one dedicated contact person, while each vacancy is handled by the specialists at the appropriate label.

What sets us apart from large, centrally organized agencies:

  • One dedicated contact person. No rotating consultants calling you separately for every role.
  • Agile. We have the knowledge and network of a large player, but without the corporate layers. Making agreements is fast, and we adapt to your situation.
  • Transparent. Clear terms upfront, including costs and guarantees. No vague stories for candidates or clients.
  • Proactive. We think along with you, provide advice, and will tell you if a job profile or salary is unrealistic.

Collaboration models and costs

Not every IT requirement calls for a permanent position. That is why we offer several models, which you can also combine:

  • Recruitment and selection (permanent placement). Suitable for structural roles you want to bring in-house. You pay a one-time fee upon placement: a percentage of the gross annual salary or a fixed amount per seniority level.
  • Temp-to-perm. The IT professional starts via secondment and joins your team after an agreed period. This allows you to get to know each other before offering a permanent contract. During the secondment, you pay an hourly rate; the terms for the takeover are established in advance.
  • Secondment. Suitable for temporary capacity, projects, or bridging gaps. The IT professional works for you, and you pay an hourly rate for the duration of the assignment.
  • Freelance. Suitable for defined projects where you are looking for an independent specialist. We assess in advance whether the assignment is suitable for a freelancer, helping you minimize the risk of misclassification.
  • Dedicated resource team. Suitable if you want to build an entire team or fill multiple roles at once. We tailor the pricing and terms for each project.

How do you minimize the risks when hiring IT staff?

The biggest risk in IT recruitment is a new hire leaving after a short period. You can prevent this primarily at the front end: by assessing candidates on substance, motivation, and culture, and by clearly defining expectations regarding work, salary, and flexibility in advance. After they start, we remain involved with check-ins for both the new employee and you. If things still go wrong, it is covered by the guarantee scheme that we record in writing beforehand.

In addition, the legal form of hiring plays a role. Since 2025, the Tax and Customs Administration has been actively enforcing rules against false self-employment again, and from 2026, fines will also be possible in cases of intent or gross negligence. Anyone filling a structural IT role with a freelancer risks back-tax assessments. We advise on which form fits each role—permanent placement or secondment—so that the structure aligns with the work. For your specific situation, legal advice remains advisable.

What is IT executive search?

Are you looking for a CIO, CTO, CISO, or IT director rather than a specialist? Then IT executive search is often the right approach. It is a discreet, proactive search process for senior IT leaders who rarely respond to job postings. In our blog What is IT executive search? you can read how the process works, from intake and market analysis to shortlist, hiring, and follow-up.

The importance of specialized IT executive recruiters and headhunters

A wrong IT leader costs more than a vacancy that remains open for a long time: transformations are delayed and teams become uncertain. In The importance of specialized IT executive recruiters and headhunters you can read what a good IT headhunter does differently and how to recognize whether a recruiter can truly assess candidates on a substantive level.

Specialized IT recruitment and selection

Why does general recruitment so often get stuck when it comes to developers, cloud engineers, and data and security specialists? And how do technical pre-screening and sourcing work per niche in practice? You can read about that in Specialized IT recruitment and selection, including a comparison between generalist and specialized IT recruitment.
